When in doubt, use the Red Gyarados.
He's weak against water, and you're resistant to his ice and unable to be hit by ground.

I used my Ampharos and Quilava to easily beat him. It was like one hit ko over and over again.

My Lv33 Ampharos gets the Seel with ease, but my Lv31 Quilava just doesn't cut it against the Swine.

Lvl your Quilava up, it's really close to evolving, too.
