Jagex's math is really screwed up they just multiplied everything by 10. So if you hit a 183 you actually hit an 18.3.

Player Damage is up by a factor of ten, Player Health is up by a factor of ten.
NPC Damage is up by a factor of 2, NPC Health is up by a factor of 3 or 5.
As far as I can tell it's all about making you feel like you've earned more than you actually have, and the NPC fights are technically easier, I feel it has sort of improved the game, for one thing I can kill monsters I couldn't before (like a year ago) :/
