How do you make a decal?

Could some one PLEASE tell me how to make a decal and face, I really want to make a ghillie suit for BL.
no one seems to want to though, so I want to make one...

Ok that only tells me how to package decals, but how what program do I use? I used Paint that comes with my computer and I made a something out of the hoodie but it can't save as transparent...
Here is the decal I ATTEMPTED to make but it doesnt save as transparent...

can anyone tell me a program to use though?

Regulith:

Paint does not support transparency.

Use Paint.net or GIMP.
