How do i open the Particle editor?

Well, i was Browsing around in the GUI editor, and i came across a Gui, that was named particle editor, i was just wondering, is there a command to open it and use it on my own server?

me and marioguy0 asked badspot, and it has no purpose, just leftover from the game engin i think (it doesn't work at any rate)
