Whatever I use, UPnP or Port Forwarding (not both), only one person can join and after that it is no longer joinable, if the person who joined leavesm they are not even able to re-join. Should I post a console log?

If you have only 28k open, you can have a two player server.
The more ports you have up to 28032, the more players you can host

Wrong. The more ports open, the more servers you can host. A port is only a tunnel from the cloud to your computer where a specific program will catch it. If you have more ports open, you may host more servers that use an unique port to retrieve those ports that are open.

When I had ports 28000-28001 open, only two people could join. A lot tried, only two suceeded

I've had only one port open, and over 20 people could join without a problem. If you check the Advanced Settings before you start server, you will see that there's an option named port, which you can only set one value.
