Other than the eyes of Cloyster and Slowbro's shell, i don't see much of a resemblance.
The shells of both pokemon are purple, yet Slowbro's shell is just grey.

The SS pokedex data says it's a shellder.

Yes, but it doesn't resmble a shellder much.
It seems to me that they decided to call the shell on slowpoke an evolutionary path of Shellder as they probably had the design for Slowbro but never really wanted to make another pokemon.
