Riddler knew he was lieing to himself the whole time about jews being the problem, to the point were he believed himself. It was all part of his plan to take germany to the top. They needed to find someone to put a blame on, and since there was already a high belief in the world for antisemitism, he took advantage of it as something his people would believe.
