The point is to conquer shrines and then you're able to build what you want on them. It's also good to have many shrines because they give you tokens. You're able to protect your shrine by placing blocks around it, but players can bomb your build to get through.

What I can't figure out is, if your shrine area goes into static mode, is there a way to get it to go back to build mode without accessing the shrine? I captured two areas and locked the shrines down completely, and now I can't get to the shrines unless I get it to go to build mode.
