Emitters/Particles stop working after a few minutes?

When I host a server, after a few minutes, things like bullet trail and explosion particles stop showing up. Does anyone know of crap addons/ bad things that may cause this error?

When ever someone leaves your server while hosting a non-dedi server this happens.

nope, it happens even if there are no people.

And a couple CI's stop working too.

joins/leaves, with an emitter DL error
