Half-Life 2: Deathmatch help

HL2 DM is very fun, but something odd is going on. Other people's weapons often seem to be WAY more powerful then mine. For example, this guy shot me with a standard SMG1 from a decent distance and killed me in less then a second. Then, I was shooting some guy in the head with that same gun at very close range and it took a couple seconds to kill him. All of the servers I go to are "VAC protected", which means there shouldn't be any hacking, but I don't know.
How is this happening?
EDIT: This is all on full health. I checked. A lot.

No I wasn't. I get killed like that right after I spawn, sometimes. It doesn't have to do with low health at first.

Sometimes servers are modded to make weapons do more dmg.

No, I meant against me. Like their weapon is MUCH more powerful then mine, even though it's the same weapon.
