Is it possible to make a City Rp with events alone?

I was wondering if it was possible to make a city rp with only events, such as variables. Is this possible? If this is, could I make a save/load system?

You would have to event saveVariables and loadVariables based on BLID, it would take a lot of events and a long process.

It wouldn't take a lot of events, just use VCE (Variable and Conditional Events)
Download it, restart BL, and then whenever you open the event menu, there will be a VCE Guide near the clear button.
