To me it sometimes feels like it's always USA vs. Russia vs. China/Korea/Japan or something. Of course usually only two countries against each other.

No matter where, if there's a zombie there's an idiot who gets infected. So... yeah. We are forgeted if there's a zombie infection. First the governments deny that there's an infection to prevent mass panics and do nothing. Then people find out somehow, causing even bigger mass panics, the govenments say they'll think about what they can do. And before they actually do something you have the undead in the parliament.
