It's always a mess. The only times it was no mess: When I was hosting it before V14 and sometimes when Moonlight was hosting it.
Moonlight:
No one listens anymore when you host a Government vs Rebels. People take 1 vehicle for themselves, either a tank or a helicopter. Others just troll and teamkill everyone on sight.
