The pilot/copilot both have full control over the helicopter so I guess that also counts for the weapon systems. And it's kind of obvious that the pilot/copilot only have control over the fixed weapons. There's no way they could aim with the M60s unless they were fixed, too.

Is it possible to make the unguided rockets do few damage versus people and alot versus vehicles so the gunner actually gets to do something too and idiots will actually WAIT for a gunner to hop in?

Actually that is a neat idea. But I don't know yet who will be able to control the weapons. I'm not quite sure if limiting the weaponsystems of vehicles to the gunner(s) does have that much of an impact on "idiots". I've seen people driving off alone with all sorts of vehicles that require a gunner, trying to use them alone (Including helicopters).
