Yes you can. Just because you can't make a gun doesn't mean you can't be KT Modeling Leader. But you can make guns, you just have to try. Making the pulse rifle, and fully functional at that, will definitely let you keep your leader status.
Also Pi that model's looking great so far.

That's looking awesome so far, except for the, uh, shoulder stock, I think it's called. It seems a little... just, strange, to me. It might just be me, I'll take a look at some pictures of it.
