It adds a new set of vertices where you set it.
So ctrl R and move it to where you want it. then click and voila! instant loop cut.

How would that let me bevel? It appears to just make an x of edges.

Are you using triangles
If so convert them to quads using alt j
Then do it, and bring them outwards to bevel.

When I pressed alt j nothing happened, except there was a menu with no options on the side that said convert tris to quads.
