It depends on how good the model is. Take a look at the models on the OP. the omniwrench has a very high poly, but is a good model, so it was accepted.

I would try to stay under 1000, but it really doesn't matter if you go over. Don't let a limit hinder the design of your model.

Yea, make it, then start chopping off hidden faces, make cylinders less poly, and, if needed, chop off less important details.
