How about a motor boat?

O.K. my idea is bad, now take your mind a figure out a way to do it without a new mod, there's no such thing as a boat on BL, just modified planes, bots, and invisible wheel vehicles.

Blender or Milkshape. Blender is hard to learn, and easy to forget if you don't use it often. Milkshape can model easily, but the rendering sucks. Blender: To model. Milkshape: To add textures, nodes, and export.
(You can do both things in both programs, but for best results do this.)
