There is no "best builder". Some people are good at exteriors, other interiors. Maybe some are good at mechs/vehicles, and others are good at terrains.

It all depends on their specialty.

Well I don't like building any of those. I build in a level style format combining both interior and exterior and not making anything that won't be seen in it. So therefore I have no chance to be the best builder as I don't build any of those specific things. I don't find this to be exceptionally fair.
