In GTA4, shooting someone felt like nothing, but in this one, you can see how they're impacted by the bullet. Details ftw

shooting someone in face makes them fall back flat on their face
shooting someone in RDD makes them trip back and fall in their back

It feels a lot different to me
Like, shooting someone in RDR seems like it actually hurts them, while in GTA4, it just seems like they fly backwards
