You can't just tell something to download faster. No matter how much you shout at your screen at 2am crying because you want to sleep.
Space Guy:
Try downloading Return to Blockland. The latest version enables a feature where if you join other RTB-enabled servers it downloads some of the Add-Ons from their servers instead of individually file-by-file from the host (whose bandwidth is clogged up sending information to the other players), which is much faster.
Honorable:
There is a way to make it go 2X faster. But it would make other people on the server lag.
Chrono:
Setting the timescale to 2 does not suddenly make connections faster.

Have you never used bot events? I was asking how many OnBotSpawn events he had, not how many bots he was spawning...
