The achievments have been hidden in the GCF for a long time.
Valve was too lazy to activate them.

Actually the 2009 engine. TF2's the last one on 2007. (Formerly Orange box engine)

...No. I think it may already be on 2009, though. I'm not sure, whoever has tf2, check what it's running on in source sdk.
