It would be like the elemental spell set's fireball. It would just emit light from the tip of the wand, non toggleable.

Normal (25 Dmg, yellow/orange emitter)
Red (10 Dmg, red emitter)
Blue (35-40 Dmg? Blue emitter)

It is practically impossible to have a wooden torch emit such hot fire that it would be blue.
