Actually, you're right. This was originally going to be a city like Bioshock, till I got bored of that cause it was already made, and decided to build a prison.

Ok, I was waiting for this, I need to clarify. Saint is also my friend, we're actually working on a server, and he saw this and decided to make his own. He may have swapped it to underground, but I can't be sure.
