Plus any kind of "level up" for a simple duel is bound to give whoever gets to the arbitrary limit first a massive advantage (the 'tier two' guns can kill a person in under half a second while the others usually take concentrated fire for anything except the shotguns) which would leave the enemy unable to get to that limit ever.

I would make it the other way around, start with good weapons, then get worse ones. Makes it fair.
