GTA IV: To buy, or not to buy?

So yeah it's $19.99 on Steam, and I've been considering buying it, and what the hell, my birthday's in 3 days so I'll have some more spare cash on my hand.

I checked the System Requirements lab for a quick result, and it said minimal...
Because apparently a single core 3.0ghz is slower than a dual core 2.4ghz.
Though yeah I definitely can run it, I passed everything else for it.
