Better water controls and air tanks.
Water Controls: Look somewhere, press W, go where you are looking, i.e. looking down, move forward, go down instead of horizontal. Press Shift to move faster
Air Tanks: Without one underwater you loose air in a minute, with one underwater you loose air in 10 minutes or something.

Yes. I've long wished for even a simple scuba tank to allow the use of the oxygen mods while being able to do under-water freebuilds.
The movement would be very nice as well.

Hmmmmm... I suppose it would be quite good, maybe just as an add-on, or maybe in the bricks, like 'scuba water brick 8x8 (etc.)'
