Well personally I believe a good builder is someone who can do a lot with a few bricks, but rules are rules.
However, it does say "should" so take it as a recommendation not a requirement.

Yes it has to be 2000+ bricks.

But if it's like 1950 bricks then I'll accept. But I doubt anything will be under 2000 because I'm not very fond of cramped and tiny builds.
