Nope, it's the Alien Blaster or the Experimental MIRV. Best Melee is the Deathclaw Gauntlent.

Firelancer is the alien blaster but with 100% chance of crit. MIRV is a waste of mininukes and you could easily kill yourself with it.

Alien Blaster always does a critical at level 30, and it always did a critical if you shot the head.
