"toggleGui" Output Event

Well, it's kinda of self explanatory. It appear when the target is the client. Although, I see and issue where the client doesn't have the gui, making the event not work. None the less, I want it.

Basically allow anyone to force GUI's to open for you. And, by setting it on a timer, they wouldn't expect it to come up. Scary...

I know it can be abusive, but all events can be abusive in a way.
