I hear he has no means of slowing or catching up with other champions though so he doesn't sound very useful for chasing, and that sounds like crap for me :c

Well, you don't need a stun or slow. Decisive strike will silence them, then the Judgment will make them melt. throw ignite in, then use Demacian Justice. Usually work with a partner.
