Slate map that can be changed with commands?

Don't know if it's possible, but a slate map that can be changed in-server with commands.
For example, /time day or /time night; /weather rain or /weather snow, and so on.

Squideey:

Lighting and weather changes are possible, but I don't know about changing skyboxes.

Skyboxes not possible well, we can do it but it'll cost tons of amount of lag and might not be good for low computers.

What about the terrain?
(as in ground type)

I doubt it. Even if it was possible, I doubt you would be able to relight it with commands.
