64 Maximum Players?

I was looking at the server browser and noticed that BAC's Quality Town V2's maximum amount of players was 64? How did they do that?

Does it depend on how good of an upload/download/connection you have?

It's some sort of add-on, that raises players. Most of them, create it themselves.
*EDIT* Nvm its not an add-on, they just mess with the server stuff, and raise it.

Last time I looked at Bac's server, the player amount was 44/1337 ( Not lieing. Kompressor was there O_o )
