I know the answer anyway.  He was in the server control menu while you changed the password, so he saw it, and re-admined himself.
It's best just leaving the password fields blank.

The chat hud shows him the new password if he is SA.  It doesn't magically erase it when he isn't admin, you loving dumbass.

Unadmin him, THEN change the password.
