Also, I thought it was pretty stupid that the emperor died anyway, shouldn't he have had more guards since he was the emperor? 3 people is hardly protections for a leader. After all the Khajiiti Mane have 100 or so guards by them at all times and he had 3 when they were expecting an assassination attempt. They should have just moved him out of the city with a huge battalion and headed for Cloud Ruler Temple. But instead they decide to move him through some old ruins and sewers where he can easily be ambushed and destroy the fate of the empire. Idiots.

Moving the emperor with large amounts of guards is sure to draw attention, but a small party is less likely to.

But they had the attention anyway, a large amount of guards with the emporer in the center of them would be able to fend of any force, unless it was Mehrunes Dagon himself.

Dagon wouldn't have been there to begin with, there was still a seal to prevent any Oblivion creatures to come.
