There's a Mages Guild Hall in every town except the Imperial City.
Look for the eye on a sign above the entrance. Either a hanging sign or on the wall.

Lol, anyway I have a char as the arch-mage, nothing special but you get a chest that duplicates alchemical ingrediants that are not quest related. And Altars of Spellmaking/Enchanting.
