It's a mod that adds a in game mod browser/downloader, IRC, and other stuff.

Download it. Put it in your blockland add-ons folder. Then open blockland and enable it while making a server. Then close blockland, open it again and you will have RTB.

It's an add-on like every other add-on.
All it does is add an in-game add-on browser system, extra menu options, an IRC client, and it's pretty much supported by Badspot, the add-on hater, himself.
