This is actually a bug in the crafting system and has been fixed.

You sir have no done research.
There were only meant to be 5.
But there are 16 since a bug let you get them while crafting.
NUMBER 4 AND 5 HAVE NOT BEEN CLAIMED, 2 MORE ARE LEFT
