Either re-install it, or completely delete and then install again, maybe try to install it to a diffrent folder/location.
Also: dayum I just did a 9 minute police chase taking out nine cars and dammaging 21 out of the 22 total cars sent, also I dodged seven road blocks and one spike strip. For the first day of playing the game I think that's pretty good.
