Communist. Not everyone is equal. There will always be someone better than you and someone worse. In this case, Kalphiter is lower than the majority because the majority believe that he stole RTB's code. I haven't fully formed an opinion on the matter but from what I've seen, it's clear that Kalphiter is losing a battle he can't even fight.
Ephialtes is also a very well respected player on Blockland. Ofcourse people will believe him over someone who has no history of doing anything productive for the game.

He told me the whole code was a "checklist".

Re-uploaded it to the same place it was downloaded from? That seems like a bit of an exploit in the internets! I downloaded it straight from the blocklandcloud.com website so I can only assume someone hacked it - given that Kalphiter doesn't have the first idea about web security.

As I said, Kalphiter just told me it was a checklist of things to do, but with RTB code. That's basically editing the whole thing and call it his. Just parts of it.
