Although it definitely can be done in MS Paint, I was actually using Photoshop 7 when I made it.

What do you mean? Don't talk about things you don't know anything about. He used the same technique as he would have done in Paint. I can do a similar pixel art in Paint. It's not hard. If you know things about perspectives and how pixel lines works it's a piece of cake.
