You can thank Windows Vista for automatically converting it to a low-quality JPEG when I set it as my background.
The actual background looks much nicer and not JPEG-like.

Resize the image to the exact dimensions of your desktop and save it as a jpg with quality 12 and it shouldn't compress the image.

Already tried it, it still does it.
Even if it's a higher quality JPEG, it will still compress it to a lower-quality JPEG.

I don't get why it does it, but it does. Oh well.

Copy the high quality image you're using and name it "TranscodedWallpaper.jpg" and place it in 'C:\Users\<name>\AppData\Roaming\Microsoft\Windows\Themes\'

It should be replacing a file in there already. Log off and log back on and your wallpaper should be high quality.
