Tier Tactical Problems

I set up a server, Disabling all Tiers (I didnt even have them Downloaded) and when I set up my server
60% of the Tiers are there, The Projectiles Broken. How do I fix this?

do you have anything that requires the tiers to function (IE: reskins)

are you certain you're even playing the right installation
