What mod makes you pay for baseplates?

I'm really sorry if this is in the wrong place, I'm a bit confused by where to request stuff.
What is the mod that makes base plates cost money? So you have to buy "lots". Yeah I will probably get flamed by people thinking I am making a City RP but thats o.k. Where can I get such mod?

Stop bandwagoning. I think it's a great addon, just some idiots (most of the people trying to host a cityrp) have no idea how to run it and never pay attention to their server.
I think someone should make a mod that makes you pay for baseplates, just without all this other crap.
