Yes they can. All the current cubes are even heights (20, 40, 60, 80 and 160 plates height) so they should be exactly half of the current cubes or they won't match and will be useless.

Edit: Totally different proportions. They're useless due to this.

i thought they were different, and the 4*4 cube is 10 plates btw

They're for cubescape, if you're working on creating massive maps, islands, mountains, etc., these are essential to have.
