I'm using a new Mac, which has MUCH better hardware than any new Windows or PC.

Dude, Use DXlevel 80.
Right click on portal and go to properties, then set launch options.
In the box put this in without the "s "-dxlevel 80"
Hit "OK" then done.
Open up portal to test.
