Atlantica online is turn based, but I don't know about quality because I haven't played it.

I Forgot to mention that it soon gets released,the game worths it,it is made just to beat world of warcraft i mean in Wow you can go only in 3-4 countryes?Imagine 660.600 planets with over 90 cities
