Couldn't you more or less work around this by getting a dedicated physical server and running a copy of the game on it with a spectator bot hosting the server?

What? Which is better, 10,000 dedicated servers with 0 players, or pressing a button and getting in a game? There's only hte migration issue.

Which is better, having a variety of quality servers to choose from, or having stuffty home hosted servers on the four most popular maps in the game?

Several dedicated servers for each gametype and multiple lobbies on each server. Press the button and you go to the fastest dedicated server and find a lobby that isn't full. Merge nearly empty lobbies with almost full lobbies, etc.
