Oh, forgot, no house anywhere you want= not sandbox, makes real loving sense.
Oblivion+Fallout 3 don't let you do that either, same concept too, and Runescape doesn't even have a story line like them!

Doesn't even count. That's completely random. TES 2 is half-random.

It does count. You visit it once, it stays that way.
So technically, you could build an exact replica of the TES2 world, and then some, making it bigger.
