The fact that vehicles don't even have their own health bars is proof enough that they weren't meant to go head to head especially when a scorpion takes out nearly everything with one shot anyway.

And they kill each other in one shot because being shot in a vehicle drains from the player's health for some stupid reason. Which is why Halo CE is not meant for maps to be based entirely around vehicular fighting.

Except this is Halo Custom Edition, where people rarely use scorpions, which voids your entire argument.
